If you paraphrase the old proverb on the settlement system, something like this will come out: "It's not such a terrible debt as overpayment." Indeed, with regard to debt collection, we have many judicial practices that need to be taken into account to recover debt, but none of the precedents raises the principled possibility of debt collection.
